i just started lifting weights. I'm using smaller weights to build muscle, 10's and 15's. what is the proper way to lift weights to build and tone muscle.

If you want to build muscle, you should use weights that you can lift up to about 16 reps, but not beyond. Between 9 and 16 reps. Lift slowly, until muscle failure. Always maintain proper form. If it hurts, stop. You would feel some soreness if you go to muscle failure (can't lift any more), but it shouldn't be painful.

Depends on the muscle group. Look online for guides.

Use sets with decreasing amount. Alternate muscle groups. There really is a lot to it.

Pick em up then put em down repeat till desired muscle tone acheived

Breathe properly.
Drink enough (dehydratation is your enemy).
Make sure you are making the right moves.
Your back always has to be straight.
