GIMP is often referred to as the best free Photoshop alternative. However it only comes packaged in a zip archive. http://www.gimp.org/windows/
You shouldn't be afraid of .zip files as long as they come from an established trusted source. You don't actually need to use WinZip to open them and extract files if you have Windows XP. XP ships with a shell extension which provides basic .zip extraction. If you need to create or extract other formats (.7z .rar .ace for example) you'll need to install another program such as WinZip. A free alternative to WinZip is 7-Zip found at http://www.7-zip.org/ .
Best wishes.

What does winzip have anything to do with it?
My suggestion is not free, but it's very cheap (like $30 last time I checked).
It's called "Pixel Image Editor". If you've ever used Photoshop, it's almost exactly the same.
Free alternative is called "The Gimp". It's opensource, and supposedly "as powerfull as photoshop". But I personally don't like it, and it's nothing like Photoshop.

you do not need winzip to unzip files
download freebyte zip from freebyte.com for a free way to make/extract zip files. As for photoshop alternative, look for pixia or the Gimp on google... both are decent alternatives, though the GIMP I think is the best I've found.
