The first thing that I would do is talk to him and see if you can build some sort of bond towards friendship or some sort of relationship. Maybe if you think he is cool, he will think the same of you. You don't know unless you try.

I think you should ask him if he is single.I f he is tell him how you feel about him and maybe you find a job and move like an hour away from him.Ask him if he is interested in dating you before you move closer to him as well. Hope this helps a little.

Well this one is a little difficult. I have to say that you should go for it but I have to say if you fall for him be prepared to miss him a whole lot. Three years is a very long time and if your gonna make a move you should-better late than never!
