No he is not too old to get neutered, a dog is never too old. As for the pulling, when you walk him try teaching him to sit then stay and walk a few feet ahead of him and then tell him to come. If he try's to walk ahead of you tell him sit and stay again and walk ahead then tell him come. Repeat as often as needed. That teaches your dog that you are alpha and therfore walk in front, not him. Or you can try this; when walking on a leach if he pulls immediately turn around the other way, if he pulls again, turn around and walk in the other direction again. Keep practicing until he learns not to pull. If neither of these work then buy a Gentle Leader harness. As for barking, he is a jack russell, therefore very hyper.Try doing something to get his attention when he is barking, shake a can with a few pennies in it, or squirt him with water using a squirt bottle, then verbally praise him by saying "good quiet" and give him a treat. Practice as often as necessary. If he is barking at people, then carry treats with you when you take him walking and ask anyone you come across to feed him a treat. That will teach him to like people.

Hi...Hi...Every time your pet pull you around,Pull back on his leash and have him set for 1-2 mins.And tell him NO...Every time he does this, do the same thing...even if it takes a week are longer and he will stop pulling you around...Make him stay on your left side while training him, and you won't have a hard time
teaching him the right side for walking...If the little guy is a barker,every time he barks get a bottle of water and squirt him in the face with it...Keep doing this until he learn ,That when he barks he will be squirted in the face...This should work for you...Just keep working on your pet...

The Jack Russel is a difficult strong minded breed. You must make sure from the beginning that they realize that you are the leader in the pack. I know this sounds weird, but dogs are pack animals, and if he gets his way all the time he will think he is boss.
It is definitely not too late to get him neutered. Might help with dominance issues too.

my sisters jack russel was just like that.
when your walking him when he starts to pull infront just turn around and walk the other day and have a shorter leash and when he starts walking in the way you were walking turn the oppposite way again and just keep doing that until he doesnt try to over power you. you could get one of those dog zappers for the barking my friends dog has one and they dont hurt they just buzz and it freaks them out and i dont think they can be to old to get neutered

There is a leash you can get at petsmart that fits over the nose. It pulls their head back when they pull on the leash. I used it to train my Weimaraners that are all muscle and over a 100 pounds. It's an effective training tool that is not cruel.

There's is a product called the Gentle Leader, it is a head collar ---once you figure out how to put it on correctly, the $20 or so bucks is WORTH IT. if you can't fit it right, find someone who can. Also...lots of patience

There's something called loose leash walking. When he walks to the end of his leash, you turn and walk the other direction. You keep doing this until he no longer walks to the end of his leash.
It looks dumb at first, because you just keep turning around with him, but he'll catch on. JR's are pretty smart.

i read this in some training website: stop walking and stay in one spot. going for walks should be something fun for them, so if they're not doin something right, u being the dominant one, can take away that privilege.

NOT TOO OLD TO NEUTER. TRY THE HEAD COLLAR. WHERE THE HEAD GOES THE DOG GOES. IT WORKS LIKE A HORSE HALTER. HORSES DONT PULL! GOOD LUCK
