I believe if you send an invitation to the White House, then they'll get a card from the President and First Lady (regardless of who's in the White House). I know it works that way with wedding invitations. Here's a link telling how to address invites to the White House:

Try the link that basketcase88 gave. My college roomate ran across it, and sent an invitation to the white house, and they sent back something saying something like congratulations and sorry we can't attend.

I've had that done in Canada for my grandmother...you should be able to contact your senator's office and they can guide you.
