If she tells you that she thinks you're cute, she may slightly like you, well actually she prob does. If she doesn't like shy guys she prob means guys who won't ask her out or go and tell her that hey like her, so I think you should ask her out if you like her, but don't kiss her as soon as possible, wait for the right moment, im pretty sure u can figure out when that moment is.

You sound quite young. Young girls do tell a boy he's cute if they like him. Older folks use it as a compliment also. She may just be commenting on your appearance and may not really trying to get involved with you.
As far as being shy goes, that might mean that you don't talk a lot. And act uncomfortable. It doesn't mean that you should kiss a girl right away.

yes it means she likes you but she may not want to date you. Remember, puppies are cute too doesn't mean they want one. As for a girl not liking shy guys, no don't run up and kiss one right away, she may think your a perv. She may mean she doesn't want to do all the work of chasing or asking them out. Seriously, If the girl says you are cute, she likes you. We don't usually tell guy that if we don't like them.
Find something to talk to her about. Strike up a conversation, give her an easy compliment. like - Hey, I like your hair like that, or something simple. Talk a little while, then ask if she'd like to get some coffee, or burger or whatever. Don't act uncertain or needy. During a casual conversation like that, if she says no, you can just smile and say, okay maybe another time, then slowly move away with dignity and confidence, down the hall or wherever you are.

Nooooo, ok she either likes you or is just a giant flirt, so dont get your hopes up cuz I always flirt with everyone but it doesnt really mean anything. And if she doesnt like shy guys then that DOESNT mean you should just kiss a girl, it means that you should always be outgoing around her and dont hold back, oh and even if you dont have anything to talk about just talk to her cuz its akward when its silent. honestly no...when a girl tells you that you are cute they are sometimes tryin to be nice...or other times they think you are cute but you may not be there type...like say if a girl said you were cute but she was into the whole biker boy look....she may think you are cute...just not what you are lookin for....so dont take it personally...cause guys do it to girls too....
and no...dont just come out and kiss the girl...she may think that you are coming on too strong...just casually say....so what would you do if i came out and kissed you right now....then if she says something flirty then kiss her...if she says im not sure...then do it...but if she seems a lil hesitant...wait...a lil longer
