This guy has flirted with me before. Recently when he came over to say something to me afterward. He just stared me in the eyes for like 5 seconds. He had a really serious look on his face. Was he trying to see who I am through my eyes. What does it mean when someone really looks you straight in the eyes. and then acts nervously as they giggle and walk off.

To a lot of us it means we think you have pretty eyes and are attracted to you. Pretty girls get a lot of guys nervous. It's a nervous laugh.

He's full of it, he's trying to scam you for something - thinking you're not aware of it, and working on a plan to get what he wants. Sometimes he isn't really looking at you, you know how you can see around something by looking without focusing? He's probably checking out someone behind you with his prehipheral vision (the sleaze), well boys do do that.
If he didn't laugh nervously, he might have been serious. But I think he was using you for camoflage while checking out someone else, the jerk.

What does it mean at the same time as the police officer stares into my eyes with out smiling? How am i able to tell if he's purely finest me on? How am i able to tell if he's purely doing it out of aggression? Say awhile back I kinda rejected him? Does that mean he will bust me on that pot value or enable me off with only a caution? This is known as the 'mind-wave stare' tactic and has been used before successfully on many unsuspecting females. It has the effect of either confusing the poor girl (in your case), or making her fall hopelessly in love with him (which fortunately you have avoided). It is usually used as a last resort when all means of verbal seduction have failed, and the male has run out of options and is trying to convince the girl he cares about her 'on the inside', so he gives her a subtle visual hint by pretending to peer deep into the recesses of her cornea. Thus the girl honestly thinks the dude cares about her.

Don't fall for it, sweetie. Wait till he brings you chocolate before you make another move.

Yep, I'd say if he's staring into your eyes he's definately interested in you. Stare back and give him your prettiest smile, he's bound to get the hint. If he doesn't get the hint, remember he is a man....Spell it out for him, and tell him you'd love to stare into his eyes over dinner sometime, then smile and walk away. I never asked guys out, personally I think they like to do the pursuing, and I know I like to be pursued. Good luck.

Normally staring into people eyes mean that they wanna fight you or they fancy you, as he giggled and walk off im guessing the latter!

direct eye contact is very "cool" its a form body language that can express trust, sincerity, and most importantly it confirms that they are willing to listen to you. I would take it as a small sign of affection and nothing more.
