Due to the presence of sebacious glands and it being a chasm that is not exposed to the daily washing ritual, bacteria, fungus, and other microbes can grow, some even normal flora (ever present microbes on your skin) and release a four odor from their metabolism. The odor mentioned is most likely due to fungus and for men hair from the belly can collect making the removal of such fungus difficult. Regular bathing and perhaps a little tweezer usage should fix the problem.

Not cleaned -- get a Q-tip & dip it in baby oil & gently clean out the umbilicus. Then get a clean Q=tip & go over it again to 'mop' up the oil residue.

They don't wash properly. You need to actively wash out the umbilicus to remove sweat and other things collecting there.

They never wash them. We must wash the navel every time we bathe, and let some water soak in it even depending on how deep it is. Scrub with soap and rinse.
