I would recommend bag balm to soften his paws..Most humaan lotions are PH ballanced for people, which is too alkaline for dog's skin..You can get the tiny green tin of Bag Balm at your drugstore..in the skin care department... It is cheap, too.
Another balm that is fine for dogs is chapstick, or vaseline.

Hand lotion is probably not the best thing to use. It is not meant to be ingested, and most dogs lick their paws.
Rough paw pads are not necessarily a bad thing. Too soft and they are more prone to injury and cuts. As long as there are no cuts or abrasions on them and they don't seem to be bothering the dog, I'd leave them alone. If you do need to put anything on them, bag balm is a good product to use. You can get it at drug stores or feed stores.

Most dogs have very rough pads if they are outdoor dogs. Be careful coating his pads with anything especially in the summer. Dogs release body heat through their mouth and their pads not through sweating.

Without knowing the ingredients of the hand lotion, I would say no. Some cooking oil rubbed in will be fine though.

I do at times, but just a tiny little bit but thats because she wont lick it. I would not recomend if your dog licks it because it could be allergic to a chem or something worse than that.

I wouldn't. They're basically like the dog's shoe soles, they're not meant to be soft and smooth.
