Are you running Windows XP Home Edition and what model Compaq Presario do you have.Anyway,if it has this capability you can easily find out by trying it!.
WARNING !!!. READ THE BOTTOM OF THIS ANSWER FIRST !!!. (Sorry, I forgot until I had almost finished the answer.)
Starting System Recovery if the PC is not responding.
1. Turn off the PC.If necessary, press and then hold On button until the PC turns off.
2. Remove the HP Personal Media Drive if your PC includes one.Disconnect all peripheral devices from the PC except the monitor,keyboard and mouse.
3. Press the On button to turn on the PC.
4. During the startup, do the following to enter the System Recovery program:
When the screen with the Compaq logo appears,press the
F10 key.You only have a few seconds to do this before the normal startup process continues.
5. The PC starts the recovery; wait for the onscreen instructions to display, and then follow those instructions.
6. Complete the PC startup, finish the registration process, and wait until you see the desktop. Then, turn off the PC, reconnect all peripheral devices, and turn on the PC.
WARNING!!!:The Full System Recovery deletes any data or programs that you created or installed after purchase. Be sure to back up any data you want to keep to a removable disc. This method restores the PC back to its original configuration with only the pre-installed software available.

There is no such thing as a rebootdisk, only bootdisks.
You can create a bootdisk from your friends laptop by inserting a floppydisk, and format it using the "transfer system files" option.
But what might even be better is to start your computer in safe mode (by pressing F8 as soon as the computer boots, before the Windowslogo appears). That way you can remove the last program or driver installed, run a virusscanner or anti-malware program (like AdAware).

The ans. about safe mode is I think the best one here. Go to safe mode to run anti-virus and also scan the drive for errors, otherwise see my notes below.
Probably the easiest way to fix this is to use your restore disc or go to http://www.oem.windowsreinstall.com/index.php?name=News&file=article&sid=10. There are two sets of instructions here either use the F10 key or place the restore disc in your drive and reboot. **WARNING** (sorry I don't mean to yell but this is important,,,,doing a restore will wipe out your drive and you will lose all programs and files!!

is it 98 or 2000 bootable disk you require??

however to load windows 2000 or xp you need bootable OS disk or you can boot via bootable disk and link is below these comments and load w2indows manually
