Where I live there is a noise regulation which says it cannot be heard more than 50 feet away and not between 10 pm and 6 am.
Call your city and ask what the regulations are? The problem is the police are too busy with criminal to deal with the nusance.
You do have a choice to go knock on the door and ask your neighbor to be more considerate, telling them nicely you cannot handle the noise when you are trying to sleep. But know that piano lessons do require people to play someone over and over and over, but usually when a person is starting out they do not practice five hours a day.
Last suggestion, get a nice pair of earphones or ear plugs to drawn out the sound!

The easiest way to find out is call the local police or sheriff. As them what time a disturbance is considered disturbing the peace. If the noise continues past that time, call the police and complain. However, first I would speak to the people in a nice way. Tell them you you think it is wonderful that their child is learning to play a piano, but by 10 or 11 PM you need some sleep and ask them if they can be considerate of that. If they won't, call the police. Also, if this is a child, why are they up that late anyway?

Depends on the noise ordance in your area. Call the police or Homeowners Association. Usually it is until 7-8 at night.

In our area quiet time is from 11pm to 7am. Any time between 7am-11pm TVs, radio's, kids yelling and screaming outside, lawnmowers, electric tools, dogs barking a lot can happen. Do you have a decent relationship with your neighbors? If so, you could talk to them about it. If not, either live with it or you may have serious neighbor problems,

most citys and town are 7-10pm till 6-7 am
your local town or city hall will have the answer
some managed housing will have stricter rules regarding noise level ( the buildings where my sister and brother live have a zero tolerance policy
