Yes, mariage between siblings was allowed until the times of Leviticus.
The bible is very open about this in the story of Abraham and Sarah, she was his half sister and also his wife. Their son Isaac married his first cousin, and one of Isaac's sons, Jacob married two of his first cousins.
Once it was time, Gods timing, not ours, it was revealed that certain mariages were no longer allowed and that is where Leviticus starts.

for your information, they didn't. But look at what it did to the lives of those that were born from it. They didn't live for almost a thousand years as Adam did but started to die younger and younger and started going downhill as a result. Only one man that lived longer than Adam ever recorded and most did not live that long or in that good of health. How else could they populate the Earth if there was not some incest going on there? Doesn't mean it was to be that way forever though and later it was told to the people that it was not to be done any more or there would be dire consequences. Now if you do it, you see there are dire consequences associated with it as there are many many problems that come with it. Just like God said.

Adam and Eve were not the only people here. They were the only ones taught to live by the Laws of the creator so they could pass it on to their children. Then the children had to choose like ours do today if they would obey or reject the laws that they were taught. Able obeyed and Cain rebelled that's why he rose up agaianst his brother and killed him. The church's teach that they were the only people here showing how deep they take their studies.
