Isn't there a way to change men's hearts otherwise? Like how the IRA pledged peace in Ireland:

History has shown how dumb it is to negotiate from fear. Just as most animals will attack when they feel their opponent is weaker or shows fear the terrorist will only use any negotiations to better their position. Hitler taught England that back in the 30's and the terrorist actions after the UN stepped in back in 2000 show they do not keep their word. Lebanon has been infected with Hezbollah since the 70's and the UN is too weak to clean them out. Israel will have to fight again and one of these days they will resort to nuclear attacks on Iran and Syria. That will be the UN's fault.

No.

If they are already a "terrorist" group, then they have already performed acts of imoral and unacceptable violence and it would be morally wrong to treat them as equals by negotiating with them until after they have renounced their terrorist ways.

If they haven't yet ever commited such an act, then they aren't a terrorist group. Yet.

how do you define 'terrorist' group? numerous countries around the globe can call the u.s. a terrorist nation. its all perspective. so, yes you have to turn the tide diplomatically and begin to understand your enemy or we'll have our childrens children fighting this mythic war.

I don't think I could. You do it once and other terrorist groups will try to get you to negotiate to their advantage. I think it would lead to a domino effect of attacks and negotiations.

Negotiating with terrorists may prevent one attack, but it would encourage many more.

I would only negotiate the terms of their surrender. If we were in contact with them - that would mean that we knew where they were, which would equate to their annihilation.
