Mostly because Hezbollah is too large and well equipped and the Lebanese army too small and ill equipped. In addition, even though the top official in Lebanon is pro-west, 1/3 of the elected government are members of Hezbollah. It is hard to mobilize troops when members of your own Cabinet disagree with your decision.
Think of Hezbollah as a political party rather than a rag-tag militia and you get an idea of the scope of this problem. It would be something akin to hard-line American Republicans getting mad enough about illegal immigration that they form a militia and start attacking Mexican towns. This is only an example, and I'm not trying to say anything about Republicans, just to illustrate. If this happened, would the national government be held responsible, or the group that did the attacking, or what?
Of course, in the US, this would be a short-lived problem, since the national guard is more than capable of handling some rogue terrorists. Or are they? We have been dealing with a similar situation in Iraq for years now.
The real answer to this problem is to find the root cause of all the aggression and address it. Does that mean that Israel should give Chebaa Farms back to Lebanon? Or that they should create a buffer zone with UN troops on it? Who knows?

if the Lebanese military become some thing formidable they could get the Hezbollah out of Lebanon, They comprehend that is the position the problem lies. yet they are too week to do it... we are speaking about terrorists. (you're assuming the Lebanese are on the fringe of the terrorists and Israel did not attack the Lebanese, the terrorists are launching missles from residences hiding in the back of ladies human beings and children and probability free human beings). those who strap bombs to teens and kill the probability free. The Lebanese favor the terrorists out. the answer is to enable Israel take care of the problem and crush that team of terrorists. and then enable them take care of Syria and Iran. this may were finished a lengthy time period in the past. Because it is a weak corrupt government, and those who have any real power in it support and agree with Hezbollah, at the expense of the Lebanese peoples. Its sickening.

it is not clear that Lebanon has a strong enough army to do that
it is hard as an outsider to know. I think Hezoboal also is roughly 1/3 of lebannon's elected government so its not an insignificant minority there

another question might be would other arab countries help oust the hezbolah, as I understand it other arabs dont particulalry like them

Because they like the money that Syria and Iran gives them...supports them with, etc.

It's sad for the people of that country that their government would ALLOW a terrorist group to live among their people.

Because they have been sucked in to thinking that Israel is the cause of all of their problems and the people are dumb enough to believe it.
