She's not Wiccan. Wicca is a religion, and Sabrina doesn't show any signs of following it.
Sabrina is entirely fictional--based on modern folklore ideas about witches. Because Wicca has gotten trendy in the last decade or so, some Wiccan terminology may have worked its way onto the show, but there's no connection between the "insta-magic" that Sabrina does, and the Wiccan religion and methods of witchcraft.
There are no real witches like Sabrina, just like there are no aliens like Superman--some of the pieces of the stories are based on reality (just like some suns really do go nova, but that doesn't mean anyone sent their baby to earth in a spaceship), but they're enhanced to be more cinematic.
Wiccan spells aren't flashy like Sabrina's, and they're always tied into the religion.

I think she was just a ficional kind, like Samatha in "Bewitched" not based on any religion.
