So who said this quote first: The Texans or the Argentines... both encouraged immigration to their countries pretty darn well, unlike Mexico.

Do a search on the web typing in 'To Govern is to populate' and it will give you several people who have used this slogan. Mainly leaders in S America who wished to encourage immigration into their countries by wealthy Europeans and Americans. Argentina and Mexico to name two
