depends. on how clear u are being with her. Rolling your eyes and ignoring her are not good enough. Women have a way of twisting things to fit what they want to believe. You have to be a man, look her IN THE EYES and say 'Im not interested. Im Unavailable. Its not a good idea so I wont do it. I dont feel comfortable at all. or No Thank you. ' IF YOU ARE NOT DIRECT and serious, she WILL twist your 'im not sure' into a maybe later.
YOU have to be direct to her before you can press any charges anyway, because it may be easy for someone to misinterpret what youre saying and she could get away. Maybe u arent being clear enough.
Also if it happens constantly after you are direct, yes. if she tries like once every 3 weeks like 3 times then stops for the last 2 months, no. She was just interested and confident and thought she could change your mind. Women do that. Dont go getting offended.
Chances are she was reading more into your 'being nice' than she should have and thought it might be something worth trying. Shes harmless, dont go getting legal unless its 'fatal attraction style leaving blood on ur car windshield type of drama.
My guess is your secret girlfriends jealous and its causing a rift between you two. Be clear with the woman and ditch the jealous gf while youre at it.

Well,if she is just asking for a date, that is not harassment. However,if the guy has already told her,"No",and she wont stop asking, that might be harassment. But,unless she is specifically asking for SEX,then it is not SEXUAL Harassment.Ask your supervisor about harassment policies.Take Care.

Is she just asking to go out, or is she specifically asking for a date, and romance, and more? Either way, check your company policy on harassment.

IF she's his superior then yes. If they are co-workers I would consider it hostile work-environment. He should report it to management and HR
