she used to be all over me ..i asked her out..she said idk maybe and has really backed off..she told her mom that she likes me but she is just scared of ruinin the friendship...but she told her friends she has no feeling s for me at all..but her and her mom are really close

I wonder if it has occured to her like it has with me that you are obsessed with her?
It really is obvious that you are and that is probably what is scaring her. She is 13 and maybe more mature than you think.
She probably does not want her first boyfriend to be so overbearing and crazy about her, she wants an easy going simple relationship to start with because she knows she is only 13.
Most girls get scared when they sense someone is obsessed with them and it gets more pronounced when they get older.
What you need to do is back off and not just to give her some time and space but to show her you are capable of handling a relationship without becoming overbearing and nutty about the whole thing.
I really wonder if you can do this? Listen to me, girls are gonna run unless you figure it out, so stop and breathe.
My goodness, you are only 15 and this girl is not the biggest thing that is ever going to happen to you.
If you back off, relax and calm down, maybe she will decide she wants a relationship with you, if not, she is going to run.
Girls do not like pressure, and from how many questions you have asked about this relationship, and how you ask them says you are overdoing it.
Slow down, Slow down, Slow down. Look at other girls, think about other girls, do some hobbies you like, talk about other things, talk to other girls, go eat pizza and do not imagine sharing it with her.
She probably likes you or she would be so far gone by now she would never be near you, but that is going to change unless you slow down.
Good luck, go slow, get some confidence, and figure out that if this does not work, oh well, there are lots of girls out there, but there are not going to be many for you unless you calm down and make them comfortable instead of scared.

Dude, enjoy your youth. Don't spend your time on girls they are not worth your time at this age. Most people under the age of 18 dont know what they want from themselves rather then someone else.

tell her how much you really love her and how you want to spend your future with her and make it actually sound real like you really really wanna be with her and tell her to put everything you ever did in the past and start over fresh and new.
