You can increase the size of the DVDs by two ways: compressing the data you want to fill the DVD with, and overburn your DVDs.
According to file, there must be many ways of compressing data. If it is a document, you must use Adobe Acrobat pdf creator. If it is music, compress it to a type and bitrate, so you can have the greatest quality in less data rate. If it is an image, you can trnsform to a type that you can have the best quality with less Bytes. If it is a movie, you must have a video compressing/transforming tool, so you can change to another type, without loosing quality. If it is a DVD, you can compress it with a little loss of quality, but it's a spent-time option.
The overburning is a function, in which you can have a few more MegaBytes, so you can write the data even if they are more than 4.38 GB, that a blank DVD can be filled. This ability is in any burning software, it is automatic most of the times, but you must know there is a risk at this option! Only 15% of the over-burned DVDs burned succesfully, according to my burn experience.

Unfortunately the size of a DVD is static, and unchangeable. However, if your trying to fit more data onto a DVD, you may want to try zipping file.

If you still need more information, you can buy dual layered DVD discs. They can hold twice the size of regular DVD's.
