there is weather bug and weather channel. but both of these options arent toolbars. their on your desktop. try these site for weather toolbar: http://www.eyetricks.com/weather_toolbar/

you can go to weather.com and get a toolbar that tells you your weather all the time and click on it for a dopple radar to come up.

you can go to weather.com, but I have to warn you, everyone that I know that has tried to use it says that it causes their computer to lock up or become slow and unresponsive.
