Most cell phones can be opened and re-worked to able an insert of an SD memory type card. This card - the same one that stores your digital pictures! - can be programed. It has a non-volatile memory and once it's programed can not be undone!
They had 1000 of these devices! All clean slates just waiting for a program!

Cell phones can be tracked, but only with difficulty, and usually it takes repeated use. If terrorists use prepaid phones, and then ditch them after one or two uses, it prevents US and other nations from using signal intelligence to locate them. In addition, they can then clone the phone numbers, and add an additional layer of protection against tracking and interception of their signals.
