sometimes, if it's a really bad cut or burn it could sting, but suprisingly, alot of people are allergic, so if it starts looking like a reaction you may be allergic and that's a reason it could sting

not at all... peroxide is supposed to sting. neosporin isn't really supposed to feel like anything

I have never experienced pain when applying Neosporin.
