It never hurts to tell someone that you love them. If they don't feel the same at that time, you aren't really losing anything by letting them know. Life is full of risks and being open and honest is always the best approach to take.

When you really do and not a second before then. Not when you think maybe when you know for sure, your heart will definitely tell you. and maybe just ask yourself a few questions like why do i feel i love this person? and see what you come up with

There isn't a certain amout of time that needs to go by before you tell someone you love them. You tell them when you're ready to.

If you do mean it, why not take them out somewhere and whilst out casually give them a kiss and say it.
