Is it acheived using a machine? I do fly raises/lifts(is that the correct term?). I would like to increase size of my shoulders and cannot get the rounded effect I see on builders.

Yes. Flys are the correct term. First determine the correct weight to use. Get your one time maximum from the lift then use 80% of that weight to work out. Find out how many reps you can perform in good form then have a spotter help you perform one more rep. Take the number of reps you do times 15%. Add this number(rounded off the the nearest whole number) and subtract it from the total reps performed. This is your target and maximum rep amount. when you reach the max rep. Increase weight by 5% on the next exercise day. Work out 3 time a week Monday, Wednesday, Friday. Do Shoulder Presses. Lateral Raises. Dumbell Flys. Shoulder Shrugs and Clean and Presses. This should increase your shoulder muscles. Eat right and get plenty of sleep. Do one set to exhaustion. That is it. Good luck.

REGULAR SWIMMING!
Swimming is the finest excersise, to improve those shoulder muscles ;
swim daily ,If possible twice daily
start gradually increasing the distance + time .
butterfly or breast stroke seems to give great results

do lots of push ups and pull ups on a bar. also taking up a sport like tennis or volleyball would help
