Yes, I do sometimes in Sweden and in Denmark and at my place of works. Everyone like it and it is very comfortable indeed even when it is cold. Heavy shoes and stockings are required to keep me warm.
NO a woman should not wear a kilt, it is a dress for a man. If a woman wears a kilt, she is just making fool of her self unless she is playing in a Pipe band - well then it might be OK.
A real kilt is quite expensive.
Mini kilts doesn't exist at all, call them what they are a skirt.

no i never have, well not out were it was seen. i have wore them under my other cloths many times. its a big thrill to have on a kilt/skirt with stockings and nobody is the wiser.i used to make long trips a night and i would wear skirts,dress or what everjust for the thrill of maybe getting caught.most of the time i wouldnt even take other cloths so if i had to stop,i had no choice but walk in the business and see what happen.for me ,this is really fun so try it once.

I wish kilts would become work appropriate, I have been trying to push this issue in my work place for 8 years

No. But I would love to. I am not Scottish, but love the little mini-kilts that ladies sometimes wear. Actually I think only men can wear them, although nowadays there is a lady's version.
