having spent the last few months having physio on my leg i can tell you two things that really do help tone the legs up,cycle and the stepper,they really do help with toning the thigh muscles.

I don't go to a gym. every evening around 7:30 pm I go walking for an hour. this also helps me to sleep good at night. I started doing this on a regular basis 4 weeks ago, and I have started to tone my legs as well as my thighs. also losing 11 pounds. try it if you are able to. it works.
