my upper body is getting larger than my lower part. What's the best plan to focus on my lower part ( glutes, hamstrings and quadriceps) and get ti bigger in a very short time?

It's simple. Do squats and deadlifts. Do five sets of five reps. Use the madcow program. Google for it or try bodybuilding.com

There's not a fast way. Legs are large muscle groups and will take a lot of work. You've made a common mistake you need to be working out on core body and legs more than upper body. Unless you want to look like Pop-eye

Either you're not excercising your lower body enough or naturally your lower body is just smaller than your upper body.

But if you want to make the legs look leaner and larger, do plenty of squats, leg presses and calve raises.

Your legs are harder to work on because you always use them. (walking running climbing stairs ) so they already have the mussel for the amount of force/energy your body uses.
Your upper body may not get much uses so it has more potential for growth.
Keep doing all of the leg exercises. it will be hard.
Start carrying 10 extra pounds every where you go. and don't take the elevator

u can do it with other exersises ive been lifting for a very long time i started out jsut to get a six pack but i now i have a very well rounded body u need to do cleans and squats
