I cant speak for other manufacturers but FORD warranty states that it will. 8 year / 80,000 mile emission warranty.

Its in the warranty booklet that came with the car when it was new.

If your car is a FORD & it's within 8 years from its original purchase date & has no more than 80,000 miles on the odometer, than take it to your local FORD dealership with the
'failed emissions' statement & they will make it conform. This is part of the FORD warranty .

You don't have to be the original owner, the manufacter warranty stays with the car no matter who owns it.
This is not necessarily true for all autos makes but it is with FORD.

If the dealer is interested in their reputation, they will fix the used car prior to delivery so that it passes the emission inspection.

Not sure about Buy Here Pay Here dealers. I should hope so, so that if someone buys a car and it doesn't pass emissions, they'll tell everyone that they sold someone a car that can't even get a sticker.

DEALERS IN CA MUST SMOG THE CARS BEFORE THEY CAN SELL EM. THEY ALWAYS CHARGE A SMOG FEE WHICH IS AROUND $45 AT THE TIME OF THE SALE, WHICH SHOWS THAT IT PASSED. SO AS LONG AS THE CAR PASSED EMISSIONS AT THE TIME OF THE SALE, THEY ARE UNDER NO OBLIGATION TO FIX IT IF IT FAILS LATER.

I don't think so. They all say "AS IS" on the window. It may be different from state to state.

All they have to do is make sure the driver seat belt, and all headlights and signals, windshield wipers, and brakes work. And the car has had to of past the last smog test and be currently registered (which could have been a few years ago)

Yes, car must pass all parts of state inspection to be sold unless sold as junk.
