Singapore uses 'caining' as punishment for many things we would not consider crimes. Spitting gum is illegal there. I'm not sure if 'caining' is the punishment.

but, Singapore is one. There are more. Any of the Shia states of the Middle East. If you hop, dance, make jokes, it is all the same.
Very evil. They even have religious police, in Saudi Arabia! They are Shia and go around with sticks to beat people!!!

i know in singapore it is against the law to spit gum on the floor,dont know about getting a beating though!

i heard that Canada was like that, not beating you, but citing you for spitting or littering, harsh citations at that, but i don't know for sure
