I had a beagle who would attack the vacuum, then run and save its stuffed toys from the vacuum's path. I think that if there was a giant machine making that much noise and running things down, I'd be scared just like your little shih tzu.

Aww, I have a Shih Tzu too...He's 7 yrs. old, & has been doing that all his life, & still does it til this day. He usually runs into another room if I'm the one with the vac...but if not, I'll sit & hold him in my lap until the vacuuming is done...I'm not too sure why he's so scared of vacuums...Personally, I believe it has to do with the loud noise, because he's scared to death of thunder, fireworks, etc....Just try & comfort him...That's what I do with mine....I'm not too sure what else to tell you....I think Shih Tzu's have nerve problems...haha...I say that jokingly, but, I'm actually beginning to wonder..... ?!?!

My dog tries to bite the vacuum every time, but I think it is more like playing than out of fear with him....

If they get scared it's probably because of the noise and vibration.

My American Eskimo runs and gets a slipper to bark into when the vacuum is on. Go figure

i think it is because of the sound
i have a border terrier and from being a puppy i used the vacume around him so he dosent mind so muchnow if your dog dosent like it i would give him a toy or a bone while you use the vacume and just move around him slowly untill he is ok with it if that dosent work just put him out the way

Mine doesn't like it either.
I think it's a combination of the noise, and light "if yours has a light" mine does. Then they think when your are vacuuming towards them, that it's coming after them, "at least that's how they act".
