Always try ebay.com
But if you have no luck there, your best bet is to shop around online via these sites:
http://www.nextag.com
http://www.bizrate.com
http://www.pricescan.com
Just type "Digital Camera" in the search box, and you should be given options to narrow down the list of hits by price, brand, pixels etc.
Good luck :)

My daughter just shopped last week and bought last night. Overall, Amazon seemed to have the best prices for most of the cameras that she was considering. She ended up buying her camera from an eBay seller who was not a dealer, but someone who claims to have received the camera as a gift which was a duplicate to one he just bought. It was just a tad under Amazon prices, even after you consider shipping.
If you don't feel safe on eBay, I can recommend Amazon as she shopped several cameras at several different locations. Her budget was "under $400" and she ended up spending $300 on a Canon Powershot S2-IS, so she had plenty left over for a 1 GB memory card. The S2-IS probably does not qualify as "small," but looks like it's a nice camera. I have not seen one in person yet.

I want to suggest you get a Sony or Fuji FinePix camera. Both are very good brands, the Sony especially, we have one at work, and it takes a beating in the work place. I personally have had very good results with the Fuji cameras, both 35MM and digital.
I agree with others, use http://www.nextag.com to RESEARCH, then also compare prices on amazon.com for specific models that interest you, the point is to check around and see who has the lowest price for the model you end up deciding on.

Go to FYE. They have vivitar cameras for about $89.99. They come with a screen so that you can see your photos after you take them.
