Its actually hardware. You can only load both (not at the same time) on the new Macs with the Intel chip. There are some emulators out there however that you can try. Search for them on http://www.sourceforge.net/

If your Mac doesn't have Intel processor, you could try Microsoft's emulator called VirtualPC.
Read their minimum requirement for your Mac, and remember, it's only software emulator, so it's not as fast.

To be able to run Windows, you'll need an Intel based Mac running OS X 10.4 (Tiger) and a copy of Apple's boot camp which can be downloaded here:

I think that on certain new machines, you can install both, but you can't switch back and forth. You have to shut down one and fire up the other. The XP software, though, is still susceptible to viruses, adware, etc.
