No it does not. The Qur'an teaches "Jihad", which there is no English translation of. The best way to describe it in English would be "to struggle in the will of God". As for non-believers, the only time a Muslim is justified in 'killing' is for the sake of justice or because of religious oppression (even the US of A would fight for such reasons). As for the actual wars, there are many laws to the fighting. You can not kill women, children, elderly, priests or holy men, and any civilians. You are supposed to fight those who fight you, but never aggress. Stop all fighting when they retreat. As for the scripture that says "kill the infidel", that was concerning Muhammad during the Mecca time period when the Quraish tribes were forming an army to kill all Muslims and Muhammad. God simply commanded them to protect themselves and the religion.

Sura2: Verse 191:
And kill them wherever you see them and expel them from wherever they expelled you, and fitnah* is worst then killing. And do not fight them at al-Masjid Al-Haram until they fight you there. But if they figth you, kill them, such is the recompense. of the disbelievers.
Sura2: Verse 192:
And if they cease then indeed Allah is forgiving and merciful.
Sura2: Verse 193:
Fight them until there is no more fitnah*and until riligion [i.e. worship] is [acknowledged to be] for Allah. But if they cease then there is to be no aggression [i.e. assault] except against the oppressors.
Sura2: Verse 194:
Fighting in the sacred month is not allowed and for those of you who violate, strict retributions will fall upon you. So whoever assaults you in the months then assault him in the same way that he has assaulted you. And fear Allah and that Allah is with those who fear him.
*Among the meanings of fitnah are, disbelief, discord, dissension, civil strive, persectution, oppression, injustice, seduction, trial and torment.
