Why would you think a drooping tail means the dog will die? Alone, a drooping tail usually means the dog is nervous, anxious, or just tired. The website below is about How Dogs Communicate.

Less likely, a drooping tail can indicate a health problem, particularly a spinal issue. If your dog's eating and drinking habits have changed with the onset of the drooping tail, or the dog's breathing is labored (panting), you should call your vet IMMEDIATELY.

No it's a submission thing...or it could be that your dog is tired, hurt or depressed. That's sad when an animal is unhappy...try playing with him/her more often and spend more time with them.
Be nice to your animals...they have personalities and can feel rejection just like humans.

dear dog tail
A dogs tail may drop due to a physical problem e.g. weak muscle, injury, depression, and or boredom. Improper nutrition can also be a factor. Try to spend more time with your pet, play with it,love it. Also proper nutrition may be a factor, ask your vet.

I sincerely hope not. My dogs get droopy tails when I want them to go outside without me. Think it just suggests that they are unhappy.
