Call your local department of motor vehicles or go online to the local registry. They will be able to answer all your questions. As it differs from state to state, and you did not say what state you are from, that's the only answer I can give you.

you cant, you can only take it when you have a valid licence for the test you want, so you have to wait until you are 17 but you can book it in advance . I know this because my son took his 1 day after his 17 birthday

You can't. You can't get your provisional licence until 2 weeks before your 17th birthday.
