Sin is a deliberate thought, word, deed, or omission contrary to the eternal law of God.
Bad thoughts popping into your head as temptations are not sins.
However dwelling on bad thoughts like lust, revenge, and hate are sins.
Jesus said, "You have heard that it was said, 'You shall not commit adultery.' But I say to you, everyone who looks at a woman with lust has already committed adultery with her in his heart."
Thinking of good deeds and not doing them is not necessarily a sin but it is not a real good deed either.
Seeing something that needs to be done and not doing it is a sin of omission.
This is one of the lessons in the parable of the Good Samaritan. The people who saw the need of the injured man and did nothing committed sins of omission.

The only thing needed for evil to thrive is for good men to do nothing. I'm not religious, but I do know that everyone thinks bad thoughts. I've read studies where it's be proven that it's healthy for men to think about raping someone, but never doing it. I think that as long as you don't do the bad things you're thinking about, then you're okay. But as far as religion is concerned you shouldn't be having 'sinful' thoughts at all. Who knows. Boondock Saints is a good movie that sort of addresses a similar situation. "If men do wrong for the right reason, are they right or wrong?"

If you continually think of robbing, you will likely act on it and do it. So if you think about it, confess it and try not to go down that path anymore, that is good. If you do this, it is not a sin, and it makes sense to do this, whether or not you believe in God.
Not doing something that is in your power to do is an issue also, for it smacks of cowardice, or self-fishness. Again, whether or not you believe in God, it is not the best path for a human being. I remember a story of woman getting stabbed in NYC years ago. She screamed and no one tried to help her, though many people heard her. I'm still ill over that lack of humanity by so many people.

Well i dont know about other but in islam situation is totally opposite.
if you are thinking bad and don commit a sin, this is not a sin
if you thinking good or to do a good and for any reason you dont do good or unable to perform it
your beautiful thoughts are virtue
"think bad + no act = Good" and think good + no act is still Good"

It's basically training, like gym. You think about gym, you won't get buff. You do gym, you will. Same with your spiritual self.
You think bad thoughts and don't recognise them as bad, you won't maintain any control over them. It's a downward slide I've seen in people. They think lustful thoughts about the receptionist, which grow into fantasies, which grows into flirtation, and they end up dashing their marriage on the rocks at the office christmas party.
If they had recognised the thoughts as bad in the first place, they wouldn't have ended up pillaging the file clerk in a toilet stall.
I'm not religious, but that aspect of it makes perfect sense.

Its only a sin IF YOU KEEP Pondering on it and instead of letting it pass. It is impossible - IMPOSSIBLE - to not have a bad thought, to not be tempted. We sin when we (a) give into temptaion or (b) keep dwelling (entertaining) on those sinful thoughts which can give birth to temptation.
To know to do good and if we dont is a lessor sin, but a sin non the less.

It's not a sin to think bad things unless it's murder or about someone getting hurt. They say to speak evil thoughts is equal to doing it.For instance: if you say I hate you to someone then you have murdered them. Now let's say that you are talking about sex. Having premarital sex is a sin. To think of having sex is temptation and that is not a sin; it makes a way for it.
Also, it's not a sin to not do good things but it does show disobedience and leaves you with guilt.

Because dwelling on an Idea may lead up to breaking the temtation of eveil and doing it where it is really not a sin to think good thoughts and not do it. Unless it is really beneficiarry to someone. Then you'll feel good about doing it

well i mean if you are not doing the thing that you're thinking thats good, then that means that something worse will happen. For example, lets say you think "Let me stop that little boy from running into the street because there is a truck coming right at him" and don't do anything, that is a bad thing, right?
