First, get ur facts straight. A large part of Africa uses toilet paper. Like South Africa.
It would help to replace toilet paper with water, but only a very small amount. A lot of other changes would also have to be made about how we behave on earth

What do you wipe the water off your butt with? Do you think there would be fresh cloth towels laundered after each wipe? That would use more electric and water. I bet there is a paper towel dispenser for you to dry your butt on. So you still used the paper anyway. Or you could fire up that hand dryer and waste electric?
So washing the rearend would just use more paper.
And to let you know that Poo Poo paper here in the USA IS biodegradable.

Fresh water is a limited resource. Just look at Las Vegas' water rules or the drought rules in some states (in the '70s there were people in Californa that were measuring people's lawns to make sure that people were not "over watering."

Good thought. water supply is again a problem. Toilet paper should only be made with recycled paper. We cann't recycle it

I don't know if it would save the planet but, I sure think it would make a huge impact.
I wouldn't mind getting a nice water wash. I know I would feel cleaner.
