I don;t recall any Richman County. Are you referring to Hickman County? Hickman is a dry county , this means that this county the majority of voters have voted in favor of prohibition under KRS Chapter 241 - 244.

I believe you're speaking of Richmond, Kentucky (?). I haven't been down there in a while but as far as I know they do not allow Sunday liquor sales.
