It's both, it is half empty and half full, it cannot be just one or the other, both are facts.

well if it starts out as full when you look at it and goes to half, then it is half empty. but if it starts out empty and fills up to half way then it is half full.

It depends on the situation, if your about to be shot then it's half empty, but if your about to go to Disney world it's half full.

That's the problem it's half full of ILLEGALS and it can't hold anymore. In fact we neeed to send back say between 11 and 30 million to mexico.
