Good question. Must be a lot of people with guilty consciences.

I would have to compare it to the fear you have of your parents. You know they love you but if you do something wrong and they want you to learn the lesson guess what you receive punishment worth being afraid of. This is if you have good parents who love you and want what's best for you. When you get older you have the fear in your mind that God will spank you when you are bad. As a result people tend to live much more productive, and happy lives. Provided they do not become so engulfed in fear they can not enjoy the simple pleasures in life as when a child is just plain tormented by unloving unintelligent parents witch I could compare to cults.

Fear is not taken literally as the kind of fear we have of like dying. In this context "fear" means reverence. To be God-fearing to respect Him as God and in doing so follow his commandments because we do not want to hurt Him.

"The fear of the Lord is the beginning of knowledge" Proverbs 1:7
"Behold, the fear of he Lord, that is wisdom, and to depart from evil is understanding" Job 28:28
I know my mom and dad loved me, but when I did wrong, I was scared of their anger or disappointment.
This is "One Coin" issue. A coin is not heads or tails, it is both. God is a God of "Love" and "Justice". You cannot describe a coin by only looking at one side. Your question implies a one-sided coin.
So, what are people afraid of? They are afraid of justice.
What grounds me is David. David was an upright man who God loved more than any other. David was a hard living, drinking, dancing, womanizing, murdering leader of great courage and skill. Now this does not justify the wrongs that David did. No, he knew that they were wrong and he paid a great personal price for his mistakes. The point is that he lived life to the fullest and God loved him.

Remember, the Bible has been translated many times. This means that we have to use the closest translation for a word. "Fear" was most likely not in the origional Hebrew text. It may not have even been in the Greek or Latin versions. It may have also been mistranslated by Martin Luther when writing it in German translating from Latin. Do not assume anything just from seeing and reading, but through study.

God is a loving God, yes! Most Definatly! But, God is also a Jealous God, who will not have his children worshipping anything but him. Look at Sodom and Gamorrah or at how the Sin of the Isralites at the foot of Gods Holy Mountain caused them to wander for an additional 40 years in the desert or even how God destroyed the entire world by flood because of the sin of man. Also, do not forget that until Jesus was crucified God the Father refused souls entrance to the Kingodom of Heaven, regardless of the lives they led. There is at least one exception to that and that was Elijah, who was taken to Heaven in a Chariot of Fire.

Joshua 4:24 That all the people of the earth might know the hand of the LORD, that it is mighty: that ye might fear the LORD your God for ever.
Fear the Lord-A primitive root; to fear; morally to revere; causatively to frighten: - affright, be (make) afraid, dread (-ful), (put in) fear (-ful, -fully, -ing). (be had in) reverence (-end), X see, terrible (act, -ness, thing).
It means to be respectful and to revere God, and know your place with Him. You should also fully understand His wrath is nothing to shun or to take lightly.

They need to be further strenghtened by the power of the Holy Spirit. It marked the end of their journey of searching and the beginning of a responsible undertaking to be effective witnesses of Christ. And they still have a long way to go. Maybe for a start, go for weekly masses and confession.
