So,what would make a kitten that's 14 weeks old lay around all day,not eat much and doze off quite a bit throughout the day and act cold? Does that mean they are sick? Does that mean they are in heat? What do they act like when they are in heat? Someone goes outside and they act like they want to go too! Any info would be greatly appreciated, thanks.

A lethargic kitty is mostly not a good sign, bring the pet to the vet to get her checked out. A cat in heat is not lethargic actually they meow a lot, look to be petted, and scoot their bottom down on the floor.

poor food quaility will do this.. if your food is one from grocery store or wal mart it has low nutrition and lots of fillers so kitten has to eat more to feel full.. the digestion process is exhausting to some animals (like how we sometimes feel tired after eating)

switch to a food with CHICKEN MEAL or LAMB MEAL or TURKEY MEAL as the first ingredient - no by-products (beaks feet feathers).. your kitten will eat less and poop less too

NEVER let a kitten outside until it is fully vaccinated AND Spayed!

it could be sick - so if the kitten hasnt seen a vet recently it wouldnt hurt...

I have chosen a best answer because both parts of the question were addressed.

The posters are right. This is not normal for a kitten. There is something wrong. Kittens can deteriorate so quickly. You need to seek veterinary help IMMEDIATELY.

GET YOUR CAT TO THE VET NOW!!!

If you cat is lethargic, not eating, and cold, there is probably a serious problem that you need a vet to answer.
