Try plugging in a pair of small speakers to the headphone socket and moving them really close to you. This means you don't have to worry with headphones and several people can still hear.
Having the volume low will now not be so bad as the sound is coming out right next to you.

Buy a TV with headphone socket and put headphones in it. You can watch and hear as loud as you can. I do it . Because I get to see any movie of my choice on DVD only after dinner without any disturbance. Buy a good quality headphones (like Bose). You will enjoy it

Don't talk to them about it. Talk to your apartment manager and ask him to have a talk with them. If you personally say something it will only cause animosity between you. Neighbors like that don't really care if they're bothering you, and trying to talk to them is like poking the angry bear with a stick. An apartment manager, however, has at least the appearance of authority, and can also give you some anonymity. If you can hear them, everyone else around you probably can too, so if you ask your manager not to tell them who complained they really won't know whether it was you or one of the other neighbors. An apartment manager can say knock it off leave, whereas you can really only ask them to knock it off pretty please because they're bothering you, which doesn't wield a lot of incentive.

cordless headphones saved my marriage!
honestly, unless you're wandering out of the room often, save some money and get 900mhz instead of the 2.4mhz
my suggestions would be to spend a few extra bucks though and get on with PLL (?) the ones that lock onto the frequency.
And most important of all, if you do buy some, make sure their comfortable! I bought one off of ebay that were so clunky they kept falling off my head.

Headphones are the ticket. You can blast your ears and unless you sing along or jump on furniture they will not even hear you.
