Did you file a claim with PayPal and are they refunding your money on their guarantee?
You might want to file a "John Doe" lawsuit against the seller and then subpoena the records from PayPal. Or if you suspect fraud, get together with the other defauded buyers and file criminal complaint. You'll be surprised how soon PayPal gives the police the info.
PayPal is difficult to sue, but it's worth the effort. They rarely defend, apparently. I did some considerable research on that, looking up each and every recorded law case (most were local and not reported anywhere except in some county court house, and I didn't look for those). Certainly go to the various "PayPal Sucks" web sites, because you can get free advice from others similary screwed.
BTW I never buy sight unseen for more than I can afford to lose. I once told a seller I'd come and collect the goods COD (a bed, actually) in the north of Scotland. Amazing how quickly she disappeared. And then I heard from an underbidder that she was trying to scam him by saying I had backed out.
Once you know the identity of your seller -- and if you sue eBay, PayPal and "John Doe" the court will help you get the info from one or the other -- you can enforce any judgment in Canada subject to some provisos. (The issue is, did they do business in your state; but this is fraud and courts don't like that.) There is a recent Canadian Supreme Court case on the subject, Beals v. Saldanha.

file a police report then file a claim in court suing both the merchant and Paypal as both are liable. See paypal represents the client (merchant) and is a respondent as they collect monies so have to sue both parties... may not win and you must file complaint against merchant in the country of origin (where they do business unfortunately.) Good luck. More than likely though you won't win against Paypal... however they are your legal way to get money back... did you use credit card ( I hope) If you did just have them stop payment or if you used debit card. Call your bank immediately.

File a claim with paypal and ebay (if thats where you got it). Also you can do a charge back through your credit card company if you used a credit card. Do NOT close any claims until you have your money or product in your hands. Also if you bought on ebay you can look up the persons contact info and get their phone number to call them.

did you use a credit card, if so you can tell them you never received item etc. and they will refund your money and go after them for theres.
