You can use acrylic paint. If you want to paint them artistically, get a set of acrylics from an art-supply store.
If you just want them to be a different color, use spray paint.

Your local Michaels or Hobby Lobby have everything you need, including the pots of all sizes...
There is a "prep" spray you cover the surface of the pot with. Since terra cotta is porous, this helps the paint adhere to the pot.
You need paint specifically designed for painting terra cotta. The small plastic jars run about .89 each at Hobby Lobby.
We've done lots and lots. They're fun and easy to paint and the designs are endless. Country Sampler and Country Marketplace magazines always have lots of vendors who specialize.
And yes, terra cotta is not winter hardy - even in TX. So I don't recommend hanging pots stay outside in winter, or potted plants.

Why do you want to paint terra cotta pots? I think this is a mistake, as the pots are already attractive, and they are also permeable to water, so you would probably have problems whatever paint you used. Terra cotta would probably be best decorated with glaze, or left plain.
If you want to paint pots, it would be best and more effective to paint plastic pots, or glazed pots.

you can use just about any type of paint-Walmart has a brand(apple barrel acrylics). It is permanet and works great on terra cotta.
