Reboot into Safe Mode.
Then Open MY COMPUTER
Right click on the C drive and pick PROPERTIES
click on the TOOLS section and click on the button that says CHECK NOW. Check both options and YES, you want the test to run after you REBOOT.
After you reboot, you should see this test run completely. This might help your startup problem.

Running a virus scan and doing the "Check Now" are both excellent suggestions
Also try:
Start button
Run
Type in; msconfig
Click the Start Up tab in the windows that appears
You will see a listing of all the programs that are loading themselves onto your PC. Uncheck all of them
Reboot and see if that helps
Everything listed in the start up tab is NOT essential to Windows running. You can (and probably should) leave them all turned off. But if you want any of them to load, you can go back and recheck the ones you want
If that does not help, the system restore from CD should

When booting windows press F8 (before the windows logo comes up but on the first progress bar appearing). A menu will pop up, choose "Safe Mode". If your computer boots up at least you will be able to try and fix the problem (using virus software would be good). If it doesn't put in your windows cd and try "Repair System" that way no data will be lost

I've seen this only once in a computer; I changed the video card and everything went very smoothly after that. So I'd advise you to check if your video card is installed properly (inserted properly in the slot) and its drivers are those the card came with.
If everything's OK, try to change the video card (disabling some acceleration won't work!).

would appear that your windows has a problem , try re installing windows , and see if that does anything.
Either that , or check what is running in the background, that could be causing windows to freeze up
