sure install yahoo chat and speak english with a native speaker online. Or get an American girlfriend. A german girlfriend improved my german. No course will help, the best way to practice SPEAKING English is to keep a conversation with someone.

Watch a lot of English Movies at home. Do not just watch them for fun. Once you have enjoyed the story, replay it now for understanding the dialogues and getting the expressions right. if you have problem understanding, try going through the subtitles. rewind if necessary. thats something you wont be able to do if you are watching some TV channel. so if possbile, get a DVD player/ ROM at home. This is the dialogue method of learning/ improving spoken English.
Beside this, try understanding some basic grammatical rules and practise. talk to your friends and folks in english - espeicially with those who are good at it and will correct you if you are wrong. dont feel embarassed of making mistakes. you will learn through them.
another thing - trying to translate in english from your own language might not help you much. try to think in english and construct in english. translation may often not express the exact thing you are willing to say and is also pretty time consuming. this really hampers the pace of a conversation.

Listen to it. Buy language tapes, or even english movies or music. The more you listen to a language, the better you will speak it. You can spend money on courses and tapes, but if you already have basic grammar and can read/write it fairly well (it seems you can), continue to study that, but just supplement with listening to it any way you can, and repeating whatever the speakers on the movies/songs say.
Also, depending on where you live, you may be able to find someone who speaks English at a local college or something like that to practice with!

you can start learning englaish in a better way at home itself just by spending a few hours with your best guide to knowledge and learning BOOKS.you can start reading classics because they will help you to a great extent not only that you can always refer to the dictionary for special pronounciations.hope my little advice will help you.
