Yes, I would say pasta, but instead of bottled alfredo, make it yourself. It is sooo good and really easy. Can be done for less than $7...
Fettucine Alfredo
1/4 lb sweet butter, melted (1/2 cup)
1 cup heavy cream, warmed
3/4 cup parmesan cheese, freshly grated
1/4 teaspoon salt and pepper, freshly ground
In large saucepan combine cream, parmesan, and butter, stirring constantly until smooth. Toss pasta lightly with sauce, coating well. You don't have to use fettucine noodles which are sometimes one of the more expensive noodles. Just get whatever kind if the cheapest. Here in Oklahoma we have an ethnic foods aisle in our grocery stores that has Mexican and Chinese foods. Get the pasta from the Mexican section - ALWAYS cheaper. On the cheap - butter is best, but margarine will work too. And (having been poor before) you can use parmesan packets from the pizza restaurant. If you have a little left over or a neighbor with a garden, get some tomatoes, slice them and toss with a little vinagrette or whatever salad dressing you have.
Here are alternate ingredients that taste just as good ...
8 ounces cream cheese, cut in bits
3/4 cup parmesan cheese, grated
1/2 cup butter or margarine
1/2 cup milk
THEN put on some romantic music (remember the spaghetti scene from Lady and the Tramp) and an old italian movie on mute in the background.

Do you have anything already that could go towards it?
I guess pasta would be the cheepest, with just a sauce? Buy the sauce it would be easier and probably not much differnt it making from scratch. Or maybe tuna pasta bake?
Tuna, Pasta, sweetcorn, Cheese, and a tomato creamy sauce? (you can buy ready made).
Cook the pasta (about 2 cup fulls-enough for 2) then transfer to a baking dish - add a large tin of tuna, the jar of sauce and a small tin of sweatcorn. Mix all together then add grated cheese to the top. Then bake in a hot oven 200deg for about 20 mins. And serve! yummy! Goes well with garlic bread.

lunch is good, lighter than dinner.
How about croissants, cut in half, roll up a few slices of ham to look fancy on the plate. Buy one tomato, slice it, cucumber sliced, the aroma of it will smell and look summery. Go to the neighbours and pick a fresh flower and put as a centrepiece or cut off the flower top and float it in a clear bowl of water, with stones at the bottom of the bowl. Get wine goblets or champagne flutes and fill them with water and ice for your beverage. Get hershey kisses for dessert arranged on a little dessert plate. It is all in the delivery. Just smile and be confident, he won't even know it is a $7 lunch.

chili-cheese hot dogs and chips
hot dogs, buns, can of chili, can of Cambell's Nacho Cheese soup (don't add water to it, just heat it and pour it over), and chips
Get the cheapest brands and you'll have more than enough.
Oh, and I just wanted to add that some of these answers I've read are not doable for 7 bucks. I do all the grocery shopping in my house, and there is no way that would cover some of the ideas people have given. Just make sure to add it up in your head before you go to the store; don't want you to get there with what you're going to make in mind and find out you don't have enough.

Rice....... usually cheap...... a cupful is more than enough for a meal for two.
In another pan, add some chopped onion.... gently fry it (put sauce pan of oil on to warm-up while peeling & chopping the onion).... stick in a can of minced beef + a can of Kidney beans + a tablespoon of Chilli sauce.
If there's any change leftover, get a tub of ice cream (e.g. Ben & Jerry's)

Fish sticks are easy & fun food & cheap. Buy the larger fish steaks for same idea a little more grown up. Cole slaw [cabbage, carrot & mayo is cheap] It's jest lunch & what the heck, being together for midday meal should be enough 'lunch' anyway!

I have to agree with the answer of using Alfredo sauce and pasta.
I would add fresh mushrooms and fresh parsley to jazz them up, you should be able to get all you need for around $7.00 but that is not including tax---start going through your dirty laundry,coat pockets and purses, you are bound to find at least a couple of dollars in change.

I'd also agree with pasta. easy and cheap, but i'd go against spaghetti and a ragu sauce. it's a bit too simplistic since it reminds us of our childhood.
Try something like a bottled alfredo sauce with some papardelle pasta.
There's plenty of different types of pastas, and sometimes you might not even need sauce if you happen to have some butter or some olive oil nearby and probably a cheap bag of frozen veggies.

Get instant noodles from supermerket, boil in hot water, add seasoning, throw in 2 eggs
let it sit for 3 minutes

I'll say try something hot and spicy. If he likes chilly ...
Go to any supermarket and buy a packet of ready cook instant curry. Buy some meat, chicken/fish/beef/mutton. Depends on you. Throw in a potato. This wont cost much.
Cook rice or just buy some bread to go with the curry.
Make sure you make lots of ice. Curry is spicy. Ice water will be great.
I think it should be fun to see him boiling all up with the curry and then cooling down with icy water.

U need onion, capsicum, pineapple and pork. Add tomato sauce and sugar. Cook the rice. Prepare chinese tea.
