Small dogs are really great for apartments and small homes with little to no yard. They're easy to walk, they can dash around and play indoors, and they have an easier time being accepted in apartments where there's a size or weight restriction for pets.
However, if there's no rule about how big a dog you can have in your unit, you're only limited by how big a dog you want to be stepping over and walking around in your home. It's entirely possible to live in an apartment, with no private yard, with a rottweiler and a black lab. My parents do it, no problem.
I personally think a Pomeranian would be a neat choice, but do your research and be sure that a typical Pomeranian's care requirements, personality, and energy level will suit you. I used to have a much better link than this one, but it'll give you some basic information on the various breeds.

Don't forget to check your local animal shelters, too. My terrier, and my dad's rottweiler both came from our shelter, and they're the sweetest, greatest apartment dwellers.

They are quite yappy....
If you cant have a yappy dog then get a larger toy breed like a shih tzu. Otherwise its a great choice!!! They do have tons of fur tho. Some dont look like the teddy bear dogs you see but actually have straight fur.

They have A LOT of hair........
May I suggest a Shi-Tzu.......they are the types of dogs that dont shed *big smile*.....of course they lose SOME hair....i mean hell so do we lol it's not worse than that, but they are a non-shedding breed of dog. We have one, my brother has one, and his wife's parents have one. I love them!!!!!! They are small dogs, good if you live in a small places, and the fact they don't shed like other dogs is AWESOME!

it would. but don't forget the hair you'll have to deal with. if you're ok with hoovering quite a bit more than usual, i'd say go for it.else, keep thumbing through that book of different dog breeds.
