Sadaqah is taken from the rich and given to the poor.. if you are poor you don't pay zakat and you take zakat.

So are you poor?

Sadaqah is just charity in general.. not mandatory. give what you can as an expiation of sin. If you are poor you shouldn't give sadaqah either as their is a verse related to that.

And render to the kindred their due rights, as (also) to those in want, and to the wayfarer: But squander not (your wealth) in the manner of a spendthrift.

017.027
Verily spendthrifts are brothers of the Evil Ones; and the Evil One is to his Lord (himself) ungrateful.

017.028
And even if thou hast to turn away from them in pursuit of the Mercy from thy Lord which thou dost expect, yet speak to them a word of easy kindness.

017.029
Make not thy hand tied (like a niggard's) to thy neck, nor stretch it forth to its utmost reach, so that thou become blameworthy and destitute.

017.030
Verily thy Lord doth provide sustenance in abundance for whom He pleaseth, and He provideth in a just measure. For He doth know and regard all His servants.

There are 2 forms of dzakat, one taxable on all Muslims, which is the equivalent of 1 measure of rice and the other based on property and savings.

The first one is a requirement as stated in the 5 pillars while the 2nd is based on your economic status. If you do not have enough to warrant paying the dzakat then you do not have to.

I believe Islam does not make it a burden to give alms if you are unable to do so, but you should if you can afford it.

If I was out of a job and in dire need, then maybe I will take some to help alleviate the situation, but not be totally dependent on it.
