Absolutly. I don't see why they wouldn't. If someone is going to try to sneak anything it is going to be in their luggage. Not that I am a terrorist but you can put a bigger bomb in a suitcase than in a shoe.

They do now. I routinely find TSA cards in my luggage saying that it has been inspected.
